If Ubuntu has PowerShell installed already and you want to switch to a different release such as switching from stable to preview. It will fail.

Have a Puppet task available to remove PowerShell from a host so that the agent can perform the install of the new package.

Having this in the install manifest however this might be a bit complicated for the moment where as a task will be quite simple.
