As a System Engineer, I want a new "development" Proxmox Cluster, So that I can test and develop Proxmox and Talos for Kubernetes.

Notes

The first ("production") Proxmox Cluster will be created manually to understand how Proxmox works in terms of networking, authentication, storage, and replication/backups. From this, a "development" cluster should be created through the n3tuk/ansible repository to automate the build and system configuration (which Terraform cannot manage).

Aside from the "production" cluster, the services cluster has been initially installed, specifically:

No Cluster has been configured, and no other settings changed. This should be developed through the n3tuk/ansible repository.
