As a Systems Engineer, I want to prepare VLANs for multiple Proxmox clusters, So that I can securely deploy multiple Proxmox clusters into the lab network.

Acceptance Criteria

[x] Clean out old cym-south-1 kub3 networks and VLANs from the existing network
[x] Create a new VLANs as required for the new Proxmox clusters and common services
[x] Deploy the new configuration across all network devices

The first set of Proxmox nodes have been deployed for the first cluster, so this is now working.
