We need have a new Eco T1 Balance

With last version, we added Adv Extractor for Eco Com. I think, it's a long time we should add this unit. Now, after spent 1100M, we can make Adv Extractor.

• Benefits : Com have to move outside your base, if you want have more resources.
• Inconvenient : the Ditawn (Adv Cons from Eco commander) AND the T1.5 cons Vehicle become useless. Invest 600M for Ditawn or 900M for adv Cons is too expensive when Eco Com can do the job.

In order to balance system and balance with TLL, I propose 2 options :

• The first is to delete Ditawn from Ecocommander and remplace helper by Ditawn. Benefits are to delete 2 units already used by T2 engeneerer (confusing units). (I vote for this solution).
• The second is to delete Ditawn from Ecocommander and place in the Air Lab like vehicle cons. (same cost and panel menu).

Whatever solution taken, we have to decrease metal cost from these constructors and fixe at 350~400M. Second, we have to increase metal cost from ECO Com to 1100 => 1550.
