New config file loading and associated help text auto generation

For edge only:

• Replace the old config file with an INI file one
• Replace the old help screens with mostly automatically generated ones
• Replace the old CLI options with a table that can also generate the help
• Implement a subcommand parser for multiple new testing and help outputs
• Update documentation with same
