For QSO parties, if working instate station, ADIF puts the county as state. #504

If we can determine the contact is in-state, and we know it is say the Florida QSO Party, have the ADIF export include the state in the STATE field. Now, it puts the county in there.

If we cannot figure out we are in-state, do not emit state in the ADIF file.
