Check for .dom file in contest directory before reading from install directory/dom #506

If the files cty.dat and initial.ex are located in the folder of a specific contest, then the program will automatically read them, regardless of whether there are such files in the main directory. Excellent! Can you do the same for the xxxxx.dom file?

If .DOM exists in the contest directory, give it precedence over the /DOM directory entry for the specific contest.
