Add a Discovery protocol to TR4W and TR4WSERVER so the log program can find the server automatically #532

Add a UDP broadcast so the TR4W program sends a query to the network asking if the TR4WSERVER is running. If it is AND no server is configured, ask if that is the desired one to use when he user selects the Network window.
