Fix Icom data mode for WSJT-X, add Network radio, add Elecraft K4 #562

Added Elecraft K4 as a valid radio type. Added ability to connect to a radio via TCP/IP. The initial support is for the Elecraft K4. The radio setup dialog now has a new choice: TCP/IP. Updated the Radio dialog to add a Radio IP Address and port. Fixed a bug where WSJT-X was not logging properly from WSJT-X.

I have been carry98ing this release forward keeping it in sync with MASTER BNUT PLEASE DO A SPOT CHECK TO MAKE SURE ANY CHANGES YOU RECENTLY MADE ARE STILL THERE.
