I am absolutely unable to reproduce your issue. It looks like something else that you have installed on your system is causing this behaviour. What plugins and effects do you have running and what are your compositor settings?

It's a kwin bug. Just restart kwin or logout and login or use opengl 2.0 . It will fix.

It also appears to be fairly random if it happens or not, which might be why you can't reproduce it.
