Apple's Rsync does not continue, it stays running without doing a thing. I had to kill the process in order for the automated tests to run.
Side note: I've added brew's rsync install to my test suite and it is successful. Testing on a TrueCrypt volume was also successful on all tests with brew's rsync. Which means if you want an encrypted backup using dropbox or otherwise, you would want brew's rsync to keep folders synced and a TrueCrypt volume.
All you have to do to make a brew test is copy mac port's test and replace opt with usr.
