Apply lintings progressively #26

On install, community-package-json-* and cred-class-field-documentation-url-not-http-url are not applied.

On publish or manual linting, if name is still n8n-nodes-starter, then community-package-json-name-still-default flags issue. On publish or manual linting, once name is not n8n-nodes-starter, the other community-package-json-* rules are applied.
