Document Unicode 15.1 emoji ZWJ changes #159

Unicode 15.1 adds some new emoji ZWJ sequences, some of which sound like they will address multi-person-family sequence permutations and directionality.

After they're out, the emoji shaping doc can be updated to cover them.

The changes aren't final yet but are open for comment: https://www.unicode.org/review/pri473/

L2/23-037R describes color sequecnes and "miscellaneous"
- it also links to a "family sequence" redesign which would likely be the extensive part
L2/23-030R is directionality
Section 1 of L2/23-010R is sort of a summary, but does also discuss shortcodes
