Feature: Interactively create a new package #3

It's not obvious to create a new Satyrographos package. It's necessary to provide an interface to create a new package.

Interface

Something like this.

$ satyrographos init

This is very important because modern package managers supposed to provide package creation (cf. https://github.com/gfngfn/SATySFi/issues/154#issuecomment-464037368).
