Add Linux 6.3, patch for Quartz64 PCIe #1

The patch fixes booting my model A with a PCIe USB 3.0 card attached (previously it would oops during boot)

Not sure if/when it will get upstreamed, so carrying it here made sense to me

I mentioned in the Quartz64 channel, not sure if you saw, but I incorrectly left the model A and model B out of this patch. this should apply to all rk356x devices and not just the soquartz ones

and I haven't had time to try the dtsi overlay yet, but will get to that in a few hours
