Comparing this repo with http://repo.or.cz/elinks.git/shortlog, it appears to be out-of-date since 2015. Is there a reason for the misalignment?

There is no reason. This repository is for my translation work. but I don't work now. Please refer to http://repo.or.cz/elinks.git
