Cannot create a new apple ID #16

I cannot create new apple ID via "Settings" -> "iCloud" -> "Create a new Apple ID".

It says "Verification Failed. There was a problem connecting to the server."

Any idea how to fix it?

Moreover, I cannot create iTunes account without credit card (via Install free app). please help.
