Continuous emergency mode #4

Once the user clicks the SOS button and does not disable the emergency over 
first 10 seconds, application should enter the continuous mode when it is 
tracking user location and phone state. If the location changes significantly, 
emergency contacts should be notified again with a new GPS fix. If the phone is 
low on battery, application should use GPS more conservatively.
