Application should bind a contact (rather than a phone number) and, in case of 
emergency, should pick out a mobile (rather than e.g. home or fax) number from 
the contact and send the message to that number.

If no mobile number is set, I think, it could make sense to send a message to 
the home number (since this is the first option in the phone number type list 
and sometimes lazy users such as myself don't change it for mobile numbers).
