Disable the "translator" role #166

The translator role has no practical meaning in this current version. It was 
supposed to give the user permission to translate the application using an 
specific area in the website, but this area is currently disabled. This feature 
was implemented using a library that is out-of-date so we have yet to make it 
work or to find a better solution.

Meanwhile, the translator role in manage/users should be disabled since it is 
not working.
