Fix Steam Artwork generation #27

I replaced the python-fu with script-fu so no special versions of GIMP are needed. I also fixed inkscape png exports, and it appears that render_library_capsule.sh wasn't working correctly, so I fixed the issues with that as well.

Is there really no inkscape invocation that would work on both version? Wonderful.

@ids1024 yeah.. it appears that with version 1.0 they changed the command-line arguments.. That solution won't work on macOS either since there's yet ANOTHER command-line argument for the export file.
