It's an expected result. waifu2x predicts the original image that before downscaling to the input image. If the original image of PIXEL GRAPHICS is anti-aliased, the downscaled image will not have such high contrast high frequency textures. So the original image of PIXEL GRAPHICS should be pixel art.
I tested your Waifu2x (using your website) with 2 images, with mixed results. (I've used it with several images, but I'm limiting this topic to just 2 example images.)
I set both images to "Noise reduction = None" & "Upscaling = 2x".

For the photo, the result was perfect. I've never seen better. There's nothing that needs improving.

For this image, choosing "Artwork" had mixed effects (except for doubling the dimensions). The ailising was applied to a few areas, but not to other areas (it is most likely to ignore areas where the colors are very different from each other)
Using "Photo" had some effect, but the result was awful. Color bleeding, blurring, haloing, inaccurate colors.
I was surprised at the results for the "Pixel graphics" image, because Waifu2x was first created for anime style images. Anyway, if you want to make any changes to it, I suggest training it on more images like that.
