Exception Code 5103 #55

What steps will reproduce the problem?
1. Use daily in Production without issues, need to switch to sandbox.
2. Logout Session, start new. Enter sandbox Username, change endpoint from 
https://www.salesforce.com/services/Soap/c/13.0
to https://test.salesforce.com/services/Soap/u/20.0. I've accessed sandboxes w/ 
this in the past.  (also tried 21.0 with same outcome)
3. We have single sign-on, Tokens are not used!

What is the expected output? What do you see instead?
Error Generated by request: Service Unavailable 
Win32Error:: 
A non‐blocking socket operation could not be completed immediately. 
ExceptionCode : 5103

What version of the product are you using? 6.02 On what operating system? Win 7 
Pro With SF Unlimited.

Please provide any additional information below.
Tokens are not used, single sign-on.
I've been down this road before and I eventually get in but I don't know what 
changes to allow me access.

mine works fine as long as I use 
https://test.salesforce.com/services/Soap/c/21.0 

I realize generating a partner WSDL gives you a "u" instead of a "c" after 
"/Soap", but I cannot login with the "u".

I have also found that more often than not, resetting my password in the 
sandbox will do the trick.

I did what Launarsa stated and changed to 21.0 and it worked.

OS: Windows 7 SP1
Office (Excel): 2010
Error: 5103
Plugin will not make a connection to SalesForce.com
Installed the most up to date version of Salesforce Outlook Toolkit and SF 
Excel Connect.  No difference.

See Screenshot for error details.

similar to @james.ma...@gmail.com. It can grab column headers but won't 
populate data. Error produced is similar: "request::An internal server error... 
ExceptionCode : 5103"

Seems more like a permissions problem than a login problem since it can see the 
database but won't get records. However I am a sys admin so what's up with that?
