IBPlugin missing (existing palette does not work in IB v3.x anymore) #29

What steps will reproduce the problem?
1. Put PSMTabBarControl.palette into ~/Library/Palettes/
2. Start Interface Builder.
3. Search for "PSMTabBarControl" in IB's Library panel

What is the expected output? What do you see instead?
PSMTabBarControl should appear

What version of the product are you using? On what operating system?
Leopard, Xcode 3.1.x

Please provide any additional information below.
"PSMTabBarControl.palette" should have a "PSMTabBarControl.ibplugin" for use in 
Xcode 3.x
