user assigned keyboard shortcuts change on close/re-open #254

i have E selected as my shortcut for enlarge to fit, S for shrink to fit. 
whenever i close xee and restart, either both shrink to fit and enlarge to fit 
will be assigned the letter E as a shortcut, or both will be assigned S as the 
shortcut. every single time. this essentially disables both functions until i 
go in and switch one of them back to what it should be. using 2.1.1
