Expand issue templates #22

Purpose Expand the existing issue templates in this repository inline with the additions made to our template repository.

Changes

Added an epic, question and user story issue template.
Updated the bug report and feature request template with a label.

Check list

[x] Code runs without regressions even though new code is incomplete
