Fix: 댓글 신고/삭제 정확하지 않은 문제 #351

• 문제 원인: userIdRef가 어떨 때 undefined로 잡히면서 같지 않기 때문에 계속 댓글 신고하기 모달창만 떴음
• 해결 방법: userIdRef를 useState 대신 useRef로 함(딜레이 방지를 위해)
• 한계점: 왜 어떨 때 userIdRef가 undefined로 잡히는지 파악하지 못함. 확인 요망
