Add RuboCop

This pull request adds RuboCop(& extension) to the repo in order to improve code quality and maintain consistent coding style throughout the project.

Changes Made:

• [X] Added RuboCop(& extension) as a dev dependency
• [X] Included a .rubocop.ymlconfiguration file to define our coding style preferences - suggestions are welcome
• [x] Refactor RuboCop's suggestions and make improvements across the repo
• [x] Integrated RuboCop into Github actions CI pipeline for automated code analysis
