Semi-ready PR.

We(@tommytroen and @sindrerh2 ) have created a new reconciler for adding teams and users to dependencytrack.

We could need some help to add the reconciler to the database.

Is there anything more to add to enable the new reconciler?

We will update necessary config in nais/helm-charts.

There also some missing tests
