Improve docs for setting up teams-backend for tenants #126

We are currently using the GitHub reconciler to create GitHub teams for the NAIS teams, but the reconciler configuration is also used by the GAR reconciler when fetching lists of repos that the GitHub teams have access to.

We must improve docs regarding this integration so that tenants can get it up and running.

The docs are somewhat outdated (teams-backend is still called Console in some places for instance), so this task should be expanded to "Improve docs for tenant setup" (which is mostly this page: https://naas.nais.io/technical/tenant-setup/).

Moving it back to the backlog.
