Create NotesType in Common schema.
see: Re-implemented Notes using substitution groups that allow for backwards compatibility with Notes elements defined from oval-def. (OVAL Language Issue 237)

Change the classes which use NotesTypes, too; DefinitionType, StateType, SystemObjectType, and TestType.
