Can't open a .jar file #5

What steps will reproduce the problem?
1. Try to open a downloaded .jar file.

What is the expected output? What do you see instead?

What version of the product are you using? 
--Don't know version of the product. Don't really know the product; just 
following instructions.

On what operating system? --Win XPpro
Trying to install "universal-novacom-installer"
--It wants to know with what to open the file that was downloaded.

Previously downloaded webOS Quick Install from
http://bit.ly/phd-wosqi4
Received the first .jar file as follows
webOSQuickInstall-4.4.0jar
--It also wants to know with what to open the file that was downloaded.  So 
what is a .jar file??

The instructions with webOSQuickInstall-4.4.0 state that I need Novacom 
drivers; that's brought me to trying to install "universal-novacom-installer".

Please provide any additional information below.
