Mouse Wheel behaviour #176

I think it would very interesting to change a little the behavior of mouse 
wheel when it is used to change the zooming factor.

My suggestion is when the mouse wheel is used for zooming, the position of the 
mouse pointer, relative to the drawing, would be preserved.

This behavior is common to several graphic editors and very intuitive.

Today, I must change the zoom using the mouse wheel, and I have to change the 
position of the drawing using vertical and horizontal scroll bars.

In order to do not affect older users, may be the new behavior could be 
activated when the control or shift key were pressed down.

ctrl+mouse wheel is the standard for mouse wheel zoom.
