Allow user to end a measure/identify by polygon session by hitting Esc #105

It turns out that using ESC does terrible terrible things to open windows and 
all kinds of stuff.  How about RETURN?  That’s what I’ve pushed w/ my 
latest commit.  You also get keyboard controls that control the map.  Try the 
arrow keys, page up/down, and +/-.

Bad result!!! If you type ahead in the available datalayers dropdown and hit 
return the query comes up!   I think it's more important to be able to hit 
return there then to be able to close a polygon with return.

Oops.  Yes, I think we could easily end up w/ lots of bad things happening by 
adding key controls to the poly.  I have to admit that I don't like it.

I'll get rid of it for now.
