Add a graphic indicating processing for slow feature queries #140

If an identify is done with the "i" tool there is a spinning circle while the 
"number of features" WFS query is done.  However, when a datalayer out of the 
list is chosen and the query to bring the table happens there is no graphic 
telling the user that processing is happening. If this query takes a long time 
the user thinks that the viewer is broken. Adding a spinning circle would be 
helpful.

r373 addresses this

Instead of reactivating the spinner that belongs to each data layer, I am 
applying this mask over the data layers panel.  I believe it's a cleaner 
approach since it both disables the entire data layers panel and shows you a 
spinner.

Incidentally, I am making all global CSS changes in css/ogcsearch.css.  I hope 
that this .css is included in all configs.  If it is not, any changes I make 
there will need to be carried through to each config's own .css.
