Allow Excel output from the Export/Extract process #176

In addition to the query button, it would be nice to have Excel as an option in 
the Export process.

GeoServer 2.1.4 to be available approx. 10/18/2012 on giswebservices will offer 
support for .xlsx as well as .xls:

Excel 97-2003 (.xls) format:

http://giswebservices.massgis.state.ma.us/geoserver/wfs?request=GetFeature&servi
ce=wfs&version=1.0.0&typename=massgis:GISDATA.TOWNS_POLY&outputformat=excel

Excel 2007 (.xlsx) format:

r379 addresses this issue.  It follows the same workflow as a shapefile export. 
 Please note that the mkzip will need to be updated.

The output coordinate system radio buttons in the data export wizard should be 
grayed out when a user selects Excel 2007, Excel 97-2003, or CSV (they already 
gray out when a user selects KML).
