Lower right dropup values are cut off in IE #178

Tested in IE 9.
Not sure if this is an OL 2.12 issue or a non-Quirks mode issue.

Layer names are cut off in the Basemaps drop-up.

Everything in the lower left is OK (measure).
Everything in the lower right is cut off in terms of drop-ups (draw/edit, 
scale, units, basemaps)

All dropdowns are also cut off - the Help button, the "Save all records as" 
from Identify's Feature details, the choose a custom scale button.

Definitely Quirks Mode related - it goes away if I take the DOCTYPE away.

Upgrading from extjs 3.3.1 to 3.4.0 fixed it
