Tilesets sometimes draw above other datalayers when the should not

If I add "Pre-kindergarten to High School Buildings" as a defaultLayer for the 
tiled OLIVER on top of the list, the schools draw below the Structures tileset 
even though the Structures tileset is listed underneath.  See two screenshots.

I believe this is fixed.  Swap out your test box name and path for this
