Speed up serving of tiles #203

Saul says that he can probably improve the Python code ags_tile_rewiter.py  
that does the tile URL request rewriting, as he sees a difference in speed 
between accessing tiles without URL rewriting and with.  (without goes through 
HAProxy directly to the underlying folder structure, while with rewriting the 
incoming standard request needs to be rewritten to match the underlying ArcGIS 
Server exploded cached tiled folder structure.

The second question is whether the browser is or is not caching the tiles. If 
we pan left and then back right it seems it takes the same amount of time to 
load them again.... Saul had a thought on that.
