Make the right 3 windows able to start "hidden" - as if the >> button had been pressed #216

Some users prefer to have a simpler first impression of just the map and 
tools... and want to only use the << to show the 3 side windows when needed.

menu-boxes in the "closed" position.  PeopleGIS will enable a configuration 
parameter which provides this capability."
