Support unicode file #260

Please support unicode filename, now can't open some file that's filename like 
"简体中文.zip" in a English windows

Unfortunately even latest version of Lazarus/FPC does not yet fully support 
UTF8 on Windows (namely, some fundamental file operation functions in FPC).
I'll merge it with issue 13 tracking the same problem.
