Add metadata.txt for compatibility with QGIS 2.0

The plugin does not load in QGIS master due to lack of a metadata.txt file. 
Find attached a metadata.txt which works for me.

i'll fix this soon.

They are also other changes to do so as QSpatiaLite works with 2.0 ( API 
changes).
I'll be working on those things before June/July
