xe2: packages split to runtime/designtime #336

Ok, we can redistribute soap_rtl with our app, if only for base64

But we definitely do not have permissions for redistributing deisgnide package 
:-)

BTW those BEGA**** components - do they have at least any pcitures that might 
be converted into IDE Palette component glyphs ?

It turns out, we probably do not need soaprtl160.bpl as well, except for your 
EncdDecd base64

What do you think, maybe there is a sense to make a special runtime package for 
implicitly embedding EncdDecd ? IOW without req-link to soaprtl ?

update to zip above: delphi injected application main icon into package project

Replace one file of ZIP with the fixed xml attached

r456 adds the separate design time package. Could you please test it and give 
feedback?

As to the soaprtl*.bpl: I will see, what I can do...
