Rethink the top level cart context cookie call to better take advantage of PPR

Without a heavy lift rewrite to the commerce template, we can't really optimize PPR here due to the top level cookies call in the layout, so I'm going to close this issue. I'm going to ping some people and see if we can't rethink how we want to do this in that template.
