Separate build and release jobs for clarity
Use startsWith(github.ref, 'refs/tags/v') condition to check if workflow is running on a tag
Use https://github.com/battila7/get-version-action to simplify version extraction
Also run workflow on pull requests

Also, when will you release a new version? I already want to have a program icon for ThemeTool in the start menu (using Scoop).

I only plan to do a new release whenever it becomes necessary (for example a windows update actually breaks it) or if there's some significant change (like, more than an icon)

So in general, you don't do minor releases?

Correct. Either patch releases or major-ish releases, which increase the minor or major number, depending on how much of a full rewrite it is.
