Added debian packaging files.

To do:

[x] Check license in control. There is 2 licenses for this project and I am not sure which one I should mention.
[x] No watch file. I dont see the project on the download page (https://www.namecoin.org/download/betas/).

Unlicense can freely be relicensed to BSD; the converse is not true. So StemNS as a whole should be considered to be under BSD.

* No `watch` file. I dont see the project on the download page (https://www.namecoin.org/download/betas/).

Submitted a PR to fix that. Not sure how I forgot to add it earlier.
