The Linux (tarball) build instructions don't mention make_qt_forms. We should either add that step to the instructions, or add it to a script that's incorporated by reference (presumably make_tgz). I don't feel strongly either way, and will probably do whatever upstream does in https://github.com/spesmilo/electrum/issues/6196 .
