Make Merge Mining Not Suck #10

Generic ticket for changes that would make merge-mining less of a PITA in the ass, largely for bounty reasons. Non-hardfork changes only.

Honestly I would favor a hardfork to make merge-mining less sucky. GetBlockTemplate support in particular would be great.
