Add page with list of bounties #384

There are a number of publicly listed bounties, including on Bountysource, the NMDF forum thread, the YaCy bounty on the donation page, https://twitter.com/ncsakira/status/1069725828454465536 , and Tip4Commit. It would be useful to list these on a single page.

hello everyone, i see even the link to bountysource on the donate page doesn't work... wtf guys how can we miss that? did the website rugpulled?... https://www.namecoin.org/donate/ better start to look for alternatives. and of course no one took my 100 NMC and still there is NO support @ledger for namecoins. Sad
