Research HPKP storage in Electron #4

Electron-based applications like Brave and Riot don't seem to store HPKP data in the same way that Chromium (and its forks) do. We should research whether there's a standard mechanism by which Electron does this, or if each application does its own thing. If there's a standard mechanism, we should try to support it.

Lower priority now that HPKP is deprecated by Chromium, since Chromium's HPKP deprecation is likely to ripple to Electron.
